I see so much use of css for borders these days, and from what I understand they dont display properly or at all in netscape 4.x. Is there such a small percentage of people that use older versions of netscape that many designers use css for borders and other non supported elements. I know most would say 'it depends on your target audience', but I'm talking about your average online brochure where a business wants to be seen/found.
