Do you run Mdac_typ.exe or just put it in a folder somewhere?

I'm having a problem getting a custom-made VB dll to run on SQL Server. It fails when it tries to execute a line of code where a Crystal Report tries to log into an ODBC dsn on the server my SQL Server software runs on. I have read about the importance of Mdac_typ.exe but I haven't clearly been able to decide from what I've read if Mdac_typ.exe is something you run once as an installation type program or if it's something you put into a folder. Actually, I'm fairly convinced you have to run it once like an installation program, but I seem to be having a hard time getting the server team where I work to do believe they should do that for me. Could anybody clearly answer from experience for me that Mdac_typ.exe is something you run one time as an installation program on your server? Thanks.
 
MDAC gives you the client SQL Server DLLs. You run the installation kit on the client PC. Many other products give you the DLLs, so they may be on the PCs already.

If you go into ODBC Data Sources, can you create a new DSN based on the SQL Server ODBC Driver? If it's there, what version is it?
