I heard I could put a FLASH on a NON-DS 616 DR5 because the service providers are sending Disconnect Supervision on their end.

Short answer, yes. Just consider the ramifications of not being able to receive DS through vm. You may have to convince your customer that their not missing calls, and show them how to reset a line when it hangs.
