Do I need to install Oracle Server before 9i DS?

Before installing the Oracle 9i Developer Suite, I installed the Oracle 9i database. Was this a necessary step?

If I installed the database into ORAHOME9I in a folder named Ora9I_DB_home and the Developer Suite into ORADSHOME9I in a folder named Ora9i_DS_home, will this be OK?
