it seems each line of phones has one. can i ditch it? or is it used, and if so how do i have multiple types of phones sharing the same tftp or http server?

Not sure if this helps you, but I have a mix on 96XX and 46XX phones and I only have that file for 96XX.

No it's not needed. The file is like a readme file. It contains information about the firmware version and included packages.

The phones dont use the file and I don't even bother putting it on the server.
