It depends on the date you purchased your Server.
If you have a valid software maintenance agrement with emc the update enabler is free, but you have to register it with licensing@emc.com or licensingemea@emc.com.

if you had your networker media delivered in a box, then there is a sheet of paper there telling the user that an update enabler needs to be placed to make 7.3 work. emc software support also released a document in their site regarding the use of the update enabler
