Do I have to start Tomcat twice??

I have deployed my web application in Tomcat 4.1.30
when I start Tomcat and type htt://localhost, it says resource not found, but when I shutdown and start it again it works perfectly. Is this normal behaviour of Tomcat or am I missing something here?? Plz help

Thanks for replying to my post. Yes I do give Tomcat enough time to start. Is there a spacific order that I have to follow to keep my folders? currently I am not keeping my java class files in WEB-INF is this a concern?
 
Yes !

Class files must be kept unjar'ed in WEB-INF/classes or jar'ed in either WEB-INF/lib or common/lib ...

Read the documentation that came with tomcat - it mentions this in depth.
