Do I have an IE 5.0 problem or is it just a symptom?? 1

I am running Windows98 IE5.01 with Norton Utilities (firewall and antivirus), Spybot Search and Destroy. Recently I have started to have a problem with IE I cannot open a new window from an existing one (about 65% time). If I try typing in a URL it will not do anything (85% of the time)but if I select the same URL from Favorites it will always work. Sometimes either by typing in a URL or opening a new window it will appear to do something and show the number of items its opening but the window will not change; if I go into Norton's CrashGuard and select FreezeCheck it will say not frozen but if I then go to restart in another window the new window has what I wanted. Passwords are again a difficulty some do some don't.

Obviously I need to solve the problem but is this the problem or just a symptom.
 
As a start, I would suggest your turn OFF all that Norton stuff and Spybot COMPLETELY and see if it works then.
If it does, turn things on one by one while testing to see which one is causing it.
