DNS queries

DHCP have the primary and secondary DNS server entries configured, but if the primary is down it does not query the secondary.
We had to rebuild the server with the primary DNS and realised users cannot access any servers, webpages etc which means they could not query the secondary DNS.
 
Are you sure the secondary DNS server is actually working? That's probably the real cause: from a command-line on the client you should be able to do this:

NSLOOKUP
SERVER <ip of secondary server>

If it responds with its name and iP, then it works.

If it just responds with the IP address twice, then the server is probably not responding. Maybe it has been configured to listen on the wrong interface, or maybe to only respond to queries within the same subnet or something.
