DNS Port problem

For some reason dns.exe seems to be using port 1080 on my windows 2003 server. Because it is using this port, Socks cannot use the port and I receive the following error in Event Viewer:

According to the portscan software, dns.exe is using all of the following ports:

53
1076
1077
1078
1079
1080

Does anyone know why this would be happening and how to fix it?
