DNS / Logon takes forever

I have two windows 2000 domains in different offices. One has a local DNS server the other doesn't. In the one without W2K clients take about 30 mins to logon, the other 2 mins. If I end the DNS service in the domain with a DNS server I get the same problem. I don't want to run DNS in both Domains, does anybody know why I am getting this problem and how to get around it.
PS W98SE clients do not have the same problem.

you can forward dns requests from one domain without a dns server to a domian that does. Yur w2k clients need to find a dc to log-on, thats why its taking ages to login. I suggest reading up on dns. Microsoft white papers should help.
