DNS Issue Slow

I have two External DNS w2k3 Servers and two Internal DNS w2k3 servers.
When I disable the External Secondary DNS server, my Primary DNS servers takes over, however, everything runs extremely slow.
I am under the impression, I am to use my Primary External DNS server, and the Secondary is used, should my Primary goes down.
Anyone have any thoughts on this ?

Explain what you mean by primary and secondary. There is no such thing in the w2k3 world, as a matter of fact that went away once w2k servers came on board. Are you talking about which holds the main roles? All DNS servers should be equals, period. Users should be pointed to internal servers first, then external servers second. Little more info please. Thanks.
