DNS Help need

I have currently upgrading my NT4 pdc to windows 2000 this appeared to go ok until I tried to promote another win2k server to a DC and get dns lookup error messages that it could not see active directory. I have checked the dns setting on the first server and even created a reverse lookup zone but to no avail. I tried running the dcdiag utility but got access denied error and have also run the netdiag and got the following

Have the pdc point to itself in tcp/ip properties as Primary dns server.
Have the new server point to itself in tcp/ip properties as primary dns server.
