DND calls ring back to receptionist

When someone has their DND on, calls from the direct dial line and internal calls go directly to voicemail (as it should). When a call comes through reception, the call rings back to reception immediately without going to the desired person's voicemail. Any ideas on how to change the calls from reception to be like the DID and internal calls?

Remove reception phone from being the Prime phone in the system. DRT to prime etc. Or remove the transfer call back feature - note both are global settings and may have other consequences. Either one should work.
