DND, Busy getting invalid across Cluster

We have a Cluster of MCD 7.2 SP1 PR1 Physical Controllers and when a user on one controller is in dnd or busy the caller gets invalid, however on no answer the call goes to voicemail.
I have checked travelling class marks, class of service and class of restriction but cannot se a reason for this.
The call rerouting is set to reroute for all types of call.

Is the behaviour different based on whether the caller is local or remote?
Is the voicemail Local or remote?

Just fishing, no idea what the problem is but need more info about the behaviour to isolate the issue

It is looking like a routing issue as:-
Controller in Hong Kong calls a DND Extension in London which fwds to voicemail. This is by a speedcall on the London system to a second controller in London which has hunt group for the Voicemail.
I have put in ARS for the speedcall and hunt group on the Hong Kong Controller and now the calls route to the Voicemail although the generic greeting plays so I don't know what identifier its sending.
