DMS100: Line card DIAG returns "Cannot get test equipment" error

Hi all;
This is a DMS 100 problem I encountered, setting up an architecture to run Line Card diagnostics.

I have set up a DMS MTM (Maintenance Trunk Module) with hardware to drive diagnostics on a line card installed in a line drawer in a DMS LCM (Line Concentrator Module). In my MTM, I installed a NT2X10 LTU (Line Test Unit) analog card and a NT2X11 digital card in adjacent slots, and a NT3X09AA Mini-bar driver in another slot.

I connected the LCM to my MTM's NT3X09 Horizontals, and the NT3X09’s TAC T/R pair to the NT2X10’s T0/R0 pair.

I data-filled a bunch of tables (CLLI, TRKGRP, TRKSGRP, TRKMEM, MTAMDRVE, MTAVERT, MTAHORIZ), all without error.

My MTM is loaded and in service, and my target line card is data-filled in table LNINV.

My LCM is in service, the line drawer where my line card is data-filled is in service, and the LCM’s parent LTC is in service, with it's links to the LCM in service.

I can post the line card in MAPCI LNS LTP level.

The problem I have at this point is, when I go to execute the DIAG command, I get :
“Cannot get test equipment”

Does anyone know what problem this error is pointing to?
I have searched my NTP library for this error, but I have come up empty handed.
Any help is appreciated.
