DMS National ISDN-2 PRI and Service messages

The DMS by default supports service messages on NI-2 PRIs.

Many CPEs do not support serivce messages.

Under these circumstances weird situations were inbound and/or outbound calls are not possible despite the fact not all trunks are full.

It is possible to turn of the service messages to solve this.
