What software can I use to read a Linux dump file on a Windows machine. So the .dmp file is from a Linux box and I want to use some piece of software on my XP machine to read that .dmp file?

the use the same tcpdump utility with -r

you have tcpdump for windows:

I didn't omit notepad in my list without reason
And meant wordpad when writing 'write'.

If you want the file to be EXTREMELY easy to read, download and install Ethereal. It provides a nice GUI that allows you to pull out individual streams with press of a button.
