*.dll file for SOAP services.

I have an IN_RULES80.dll file which is suppose to have methods in it for SOAP services. The dll file resides in a c:/Program Files/Infra8/bin/ directory. I am trying to get IIS to recognize this dll so I can make calls to it via the following:



What is the general process?
