DL551x problem

Installed new pri/dch on dl551x it comes up,get dial, but trk17 failure to seize.Move to a working(solo csu) it works fine.checked switches external 1on 2off 3on 4off ,internal 1off 2off 3on 4off.incidently thier are 5 solos t1's that are working and 5 DL551x that are not.
