DL360 G2 CD drives wont eject

I thought it was the drive, but I bought another on eBay and both: when I push the eject button on the tray door they click four times and do not open. Compaq Part No314933-637.

I have tried using the eject command in the "my computer" connected drives (CD is recognized as present and says there is no disk). Clicks four times.

I have also tried inserting a 4mm long mechanical pencil sleeve. It meets some resistance but pushing it with light finger effort does not do anything.

I am loading OS (Debian Linux) on several machines. I took the first one apart enough to get my boot CD out, and put it back together. The new (used) one does this same thing.
 
How does it do when you use a paperclip? What about a different CD?
