Diverting off net not working for Overseas numbers

We have a Customer who has some ddi's which are diverted via speed call to another company.

If I set the SIP Peer Profile / Calling Line ID to use the diverting party number as calling party number all calls go through but the recipients obviously don't see the calling Party number

If I set the option to No then calls from a UK number go through ok but overseas calls do not divert. In the Wireshark trace we are seeing error ISDN 93 Unknown CC
I have tried changing Signalling and Header Manipulation / E164 settings but cant get the calls to work.
Has anyone come across this before?

Looks like your carrier is not allowing A party passthrough on the exchange end.
If A party forwarding is enabled on both the Xchange and PBX SIP peer, you will should the Calling party's number as the calling number on recipients end.

Now it looks like in your situation, the carrier Xchange validates the original caller coming in as a local call (within the country), and pass it across the trunk anyways deeming it as normal call, using either the PIA header or Contact header as the CLI. However, If a call is originating from an oversea number, the Xchange may regard this as a toll fraud and drops the call hence the error.
