Divert ACD group on BC9 from supervisors phone.

I have a customer with a BC9 MD110 and they are trying to divert an ACD group to an external number by dialling a service code.
I have programmed the supervisors phone to be both a master extension (SPEXI:Dir=xxxx,OPT=M) and set bit one of Serv to be a 1 for ACD supervisor. The ACD group is programmed to allow 5 calls to externally divert.
I have had them try to divert the group (5188) to a speed dial (8199) from this phone by dialling *21*5188*8199# and also *24*5188*8199#. in both cases they get the response on the screen "Procedure failed".
I cannot test on site myself as they are 4 hours away.
Is there something I'm missing? Please help (if you can still remember BC9)

if the speed dial contains an external number the procedure would be: *22*5188#8199#
