div and controls

I am designing a website that uses a pop-up type menu on the left side and on the right has content. Some of the content contains select controls. The problem I am having is that the controls show over the pop-pu menu from the left no matter what I do. They are on 2 different div's and the left has a z-index of 2 and the right is 1. Is there a way to push the control behind my menu? thanks.
