Most of my users cannot see the members of a distribution list when they look at the properties in outlook. They can send to the DL with no problem. For the most part I need everyone in my organization to be able to see who are members of any distribution list. Does anyone know what permissions are needed and where I should apply them?

Distribution Lists - Cannot view members from outlook

by default, anyone should be able to view the membership of a DL. However, you can change this by checking off the "Hide membership from address book" option on the properties of the DL itself.
