When creating a Distribution List is there a way to have a CC included? For example, I can add members, but could I add CC and BCC users to the list?

No, but you could probably create a separate dist grp with 'only' cc/bcc members and when you send the email put the main grp in the 'to' and the cc/bcc grp in the bcc field etc...
