Ive created a group distribution list for a few people who will use it for "priority issues"
Is there a way to make this email give some sort of alert when they recieve this email? A user can send with a flag or exclamation point etc, but can we generate this automatically? Or does each user have to set a rule within their own account for this?
They want the email to show up in their mailbox with bell sand whistles.
 
Only thing you can get is client-side Outlook rules to say play a sound, flag importance etc.

And that would have to be configured on a per-user basis and only work when Outlook is on.

As Neill says, it's all client side. I have a popup alert created via a rule for some critical emails that come in. When I receive something with specific keywords in the subject, a popup window shows on the screen.

In later versions of Exchange, you have more flexibility, since you have the Transport Rule feature.
