Distribution Group using Mod Messaging

Does anyone know how to set up a distribution group in Mod Messaging? I need to be able to send out a voicemail message to all users on the system, as well as to smaller departmental groups (each departmental group could include up to 300 users)

I know a subscriber can set up a personal distribution list in their mailbox, but that seems to be only for smaller groups. I need something to handle a larger scale.

Just add an ELA to the system. It is on the menu and then you add users from it.
