Distributed Voicemail Issue

We are having problems with the setup of Voicemail Pro Distributed between our offices. The office with the Centralized system is fine, no problems. The Distributed sites have an issue with the user greetings. No matter what they do the system greeting always plays. They can record a custom greeting, set it to "active for all calls". It still plays the system greeting. I can see the files Sync but that's about it. I did read there are some "bugs" with ver 9.0.X. Is that for Voicemail Pro or the IPO itself? Our systems are currently Voicemail Pro at 9.1.3, IP is at 9.0.8 (some are 9.0.1 or 3). I guess my question is should I upgrade the IP to 9.1.5 or am I missing something that is causing this.
