What are these errors and how do yo fix them?

I interpret this to mean that someone was doing an update via a database link to STP1 when STP1 suddenly crashed or otherwise became unavailable. The database where you're seeing the ORA-02062 error is trying to rollback the update, but cannot do so because STP1 is unavailable.

If that's reasonably close to your situation, I would try starting up STP1 and see if that allow RECO to roll back the transaction.
