Distribute public IP addresses

I have a requirement in a serviced office environment to distribute a dedicated public IP to each client for them to attach their own firewall. Some of the clients are multi-site and want to be able to set up their own VPNs etc.

Is there a way I can do this without using up 4 IPs to each client for their own neywork address, gateway, useable etc.?

e.g. if I have,say 6 IPs from the ISP, one is the gateway leaving 5 for distribution.. Obviously each client could theoretically use any of the available IPs, I would like to restrict them to 1 ip only, all using the same gateway, and then separate each client via VLAN

Really acting as a mini ISP in the bulding.

Can I do this?
