DISTINCT on one field within a Query

Good afternoon, I'm a bit rusty with Access Queries and can't figure out a way of selecting only one line per value within a certain field, e.g. "Complaint Ref". The system I'm working with appears to create a new entry (row) when a different person enters an action in one of the fields. What I'm trying to do is produce a list of all the required fields but with only one entry per incident so my user can assess all the incidents in any particular month.

Any ideas please.

I've tried "GROUP BY" but that just wants to group every field.
