On our IP office 403 incoming calls display the area code twice. How can we change this?

Yell at your local carrier until they fix your caller ID 
If they won't believe you and insist on blaming the PBX (hard to imagine a carrier doing that, I know), connect a callerID capable phone or display box directly to one of the trunks to prove it.
