Displaying International Characters with Netscape

When I visit the javascript menu shows question marks instead of the Chinese symbols I get to see in Internet Explorer. Basically, Chinese text between form tags cannot be displayed. Can I change someting in the html of this page to make it work? This has got nothing to do with installed language packs. It's definitely a Netscape problem. Thanks.
