displaying foreign character via asp

Again I seek advice from the gurus here.
I've been called by friend to help with the problem.
They have Access database with the foreign characters (Chinese) that uses ODBC to display address book via IIS/ASP. The non english characters do not get decode correctly and display as "?". My question is:
Do they need to apply Chinese version of the IIS to decode the characters correctly? or is there better solution?
