Displaying data depending on rules

I have a data file formatted in XML. I also have a rule file also formatted in XML. Within an XSL file I would like to display only data contained in the data file that conforms to the rules i have specified. How would I go about writing this XSL document. Any thoughts, suggestions or links to resources would be very much appreciated. Thanks in advance,
