Displaying an FTP site welcome message in IE

In IE 5.5 SP-2, how do you get an FTP site welcome message to automatically display in the browser window? I know you can click on Help - FTP Server Welcome Message, but I want it to be displayed automatically when a user access the FTP site. Surely they haven't disabled this feature. Thanks.
