Try this. Other than forcing a new window to open without the toolbars and address bar, you cannot do this. Also, cromeless windows (windows without borders and titlebar) are no longer allowed in Windows XP SP2.

If you don't need to make a URL open in this way and just need to set a machine up as a "kiosk" you can use "kiosk Mode"
Open IE... press F11

I am suprised there is no way to do this using some proprietery MS code.
