can you create a password for the display properties so annother user cannot change the wallpaper?

Yes, there is a way that you can password protect your display setting. Go into the My Computer icon on you're desktop, then go to the control panel icon, then once you've done that go to the passwords icon, and that is where you would password protect you're setting.
