After a user fails to authenticate to a password protected area they get a standard apache "authorisation failed" page.

How do I change this so that when they fail a message page I created is displayed instead?

Just go into httpd.conf and look for a line that says:
ErroDocument 501 (not sure about the number I think 401 is correct) then next to it place a web page, like so:

ErrorDocument 401 /home/httpd/errors/mypage.html

Mind you that page should be over 512bytes in order to be seen in IE.

Hope this helps!
