Display, format, and parse text surf report.

I need to display each section separately on my own server with CSS formatting.
I have no idea how to do this, or if Javascript is the way to go or not. I am very new to this so any help would be very much appreciated.
Each area needs to display separately (the text between ~~ characters). And I need to be able to limit the number of characters displayed... THANKS!
