Display comments on the right side

I chased down some options that look like they set the display to show comments in bubbles on the right side of the document. But they are not there. Some document I work on display this way, some do not. How do I configure this display aspect?
 
In Word 2003 - Reviewing Toolbar > Show > Options
In Word 2007 - Review tab > Track Changes button > Change Tracking options

Them im the dialogue: Balloons > Use Balloons. Set it to something other than Never according to your fancy.

In Microsoft Word, 2003, I open the Reviewing Toolbar (I think that is what it is) to get a drop down menu. (It says Show with a downward pointing triangle.) From the menu that includes Final, Original, Comments, etc, select Options at the bottom. In the Track Changes dialog, the field for "Use Baloons (Print and Web Layout):" was already set to Always. I changed it to "Only for comments/formating" and saw no change. I changed it back to always with no effect. All the comments are still in a window below the main body of the Word document.
 
1. Are in, in fact, using Print Layout (or Web) view? If you are not, then they will appear at the bottom, not at the right.

2. You can toggle the bottom (the viewing Pane) off and on - in any View - by clicking the Reviewing Pane button on the Reviewing toolbar.

Or by pressing Alt-Shift-C. This closes the Reviewing Pane, if open.
