Display A Placeholder Row if a year is missing

I would like to be able to display a row in my report to act as a placeholder when a year is missing.
Currently looks like...

Group A:
Gender M:
Year: 1995 25
1996 18
1998 5
1999 8

S/T xx
Gender F:
1995 xx
xx
S/T xx
Total: xxx

Group B:
Gender M:
xxxx
xxx
xx

Would Like to See

I did try creating a table of years and joining, but results didn't seem to give what I was looking for since I need to have all years within each subgroup. Is there some code I could put behind the report that would accomplish this or is there another alternative to be able to display the results?
 
Do this with your report's record source query that uses a LEFT or RIGHT JOIN which includes all records from a year table.
