When I right-click on a directory in explorer or my computer, and click on properties, I get two size readings of the space used. One says "size" and the other one says "size on disk". The two values don't match. For example, my C:\Winnt directory is 6.37GB in size, but yet the size on disk is 5.95GB. Are either of these true file sizes? Is one the blocks used and the other one the actual file size?

If you look in c:\winnt you'll probably see a lot of folders at the top starting with $NTxxxxxx. These are patches etc. that have been installed and are usually store compressed. You would see them in blue normally.
If not go into Folder Options and turn on 'Show Encrypted and Compressed Files in a Different Color'.
