disk quotas being set on XP

I'm having an odd problem on some of my XP Pro desktops. Somehow a disk quota is being set on the C: drive, which causes all sorts of problems, since it's set to 100M. Coincidentally (or probably not so!) the default user space limit on the server volume where user home directories are stored is also 100M. If I go into the C: drive properties and turn on the quota, then everything works again.

My question is how the heck is the quota being turned on in the first place?? At first, I though it might be someone playing around with something, but I don't think so now.

here is the background
Windows 2000 server using Active Directory
Windows XP Pro desktops (Compaq if it makes a difference)
disk quota set on server's E: drive to default 100M

Sounds like a group policy being pushed down which is not explicit enough and is restricting all drives instead of just the network drives.
