I don't always recommend using disk quotas, unless your userbase demand it or are particularly errant. I would rather employ decent housekeeping and alerting back to the users when they get near the filesystem limit, rather than introducing another management overhead.
Disk quotaing can slow down the login process, but the overhead on the server is mainly memory usage.
