Disk I/O error?

When I try to format a hard drive on a new system, I get a Disk I/O error? I've tried a new floppy and new cable, check to make sure Pin one was seated right? What else can I do to resolve this error. Is is a bad board. New board and processor.

it might be time for a low level 1st this is a last resort action though 1st try the man diag disk So long and thanks for all the fish.
