Disk I/O Error Stats=00000001

Windows NT could not start because the following file is missing or corrupt:
c:\winnt\system32\c_1252.nls

This Problem has been occuring on some NT 4.0 workstations we recently deployed using Ghost Images. The problem occurs after Project 2000 complete's it's install and reboot's the PC. Upon boot up the message is displayed. The workstations have SP6.

Currently, we believe the problem may be related to NTFS's limit of 7.8 Gigabyte upon boot up.

If anyone can offer any additional clarity on this or similar problem that would be great.
