Boot with the Emergency Recovery Disk and at the a: prompt type fdisk(space)/mbr and hit enter to repair the boot sector. This looks like a typical bootsector failure problem.
If you don't have an ERD (also known as a boot disk), there are downloadable ones...or go to a friend's Win98 machine and make one. It's under AddRemovePrograms...the startup disk tab.
