Disk Admin/Mirrored drive problems

I can't establish a mirrored drive.

NT4.0 server sp5
Exchange 5.5 sp4 + post sp4 patch and the information
store patch.
Dual PII 350's 512 megs
SCSI Drives.

I had 2 identical SCSI U2 9 gig seagate drives in a
mirrored set divided into 2 partitions, C: the other D: NT
is installed on C:.
One day last week one of the drives became inaccesible. I
Ordered 2 new drives, Ultra 160 from Seagate (19 Gig)
after their tech assured me that these were backward
compatible with the older discontinued model. These are in
effect the ones they sell in place of the discontinued
model.
I broke the mirror, replaced the defective drive, which
disk admin reported as ID0, my boot drive. The server
booted without help from me. I went into Disk Admin to
establish a new mirror, selected the parts, clicked save
configuration changes, had to reboot, it
began "INITIALIZING" and then stopped with a "BROKEN"
message.
I have tried with both of the new drives, with both and
one at a time partitions, even a partition to each of the
new drives. Every single time I get an "INITIALIZING"
message and then a "BROKEN" message in the status area on
the bottom of the Disk Admin window.
Why can't I establish a new mirror set? My plan is to
establish a new set and then break it to establish another
with the other new drive. I want to end up with two 19's
by the time I'm done and leave the functioning 9 as a
storage area.
I can find nothing beyond the basics in technet and
elsewhere.
